This technical workshop progresses Human Capital Chapter Reform 7 of the Ukraine Plan through focused exchange of practical expertise to improve access to adequate housing for households in need. It focuses on housing rights and obligations concerning quality and energy efficiency, as well as the development of a social housing system.
The outcomes of the event are expected to be:
• Shaping housing reforms in Ukraine that are inclusive, actionable, and aligned with European values.
• Propose, discuss, formulate, and agree on a common vision for the housing system in Ukraine that will be accessible to all citizens, especially those in need.
• Propose and agree on specific joint steps by all stakeholders to create a system of accessible and affordable housing in Ukraine.
The agenda is structured around two thematic sessions. Session 1 explores how to realise the right to adequate housing through concrete reforms in legal regulation, energy efficiency, and implementation capacity, informed by European experience and local expertise. Session 2 looks ahead to building a strong foundation for social housing in Ukraine, examining effective models for legislation, investment, and inclusive service delivery. Each session combines expert input with open dialogue, fostering collaboration and shared ownership of the reform process. Opening and closing remarks from senior Ukrainian and EU representatives affirm a united commitment to progress.
